Panel for creating navratna varsities
Move Could Help Improve Standards
New Delhi: With Indian universities failing to make it
among the top international universities, a committee of
vice-chancellors of central universities has made a series
of recommendations for creation of navratna universities
or Indian Ivy Leagues.
The report, along with five others on related issues of
higher education, will be discussed in a meeting of VCs
of the central universities on Wednesday. A separate committee
has suggested a common entrance test after wider consultation
with IITs, JNU and others. It has also advocated credit
transfer.
The committee on navratna universities has suggested that
Indian varsities which have proven themselves academically
should receive special funding that will be in addition
to the existing routine funding. It has said that universities
recognised as navratna be reviewed periodically three
to five years to ensure there is no drop in quality and
also allow other universities to figure in this list.
As for the criteria for selection of universities as navratna, the
committee has said that till a formal accreditation and
assessment Act is in place, the institutions should follow
parameters laid down by the National Accreditation and
Assessment Council, SCOPUS (the largest abstract and citation
database of peer-reviewed literature), QS ranking of Asian
universities and ranking by the UK Arts Council.
The university-related parameters suggested by the committee
include excellence in research. Student-related factors
to be taken into account should be performance of students
in national competitive examinations, quality of research
done by them and its peer review.
The faculty profile for the navratna universities should
be measured in terms of election to national/international
academies, fellowships of royal societies, German National
Academy of Science, US National Academy, Nobel prize, and
civilian awards by the Indian President.
Another major factor that should be taken into account
is the ability of the university to attract top faculty.
