Mumbai univ wants 185 new colleges
State Govt Will Take The Final Call
Mumbai: After a lot of debate, the senate passed the perspective
plan of the University of Mumbai for 2011-12 late on Monday;it
has recommended setting up of nearly 185 new colleges.
The plan will now be sent to the state government, which
will take the final call on how many new institutes should
get the nod to start operations.
The plan was opposed by the Bombay University College
Teachers Union (BUCTU),which questioned the manner in
which the committee had drawn up the plan. This time,
the committee has not even taken the student population
projections of various areas into consideration. There
is no clarity on how many students from each area are
passing out of Std XII, said senate member Madhu Paranjpe.
Other BUCTU members alleged that local students are not
being benefited from the new colleges that have come up
in Ratnagiri and Sindhudurg. Only about 10% of the students
in these colleges are from that district, said another
BUCTU member. However, later the plan was put to vote
and passed by a large majority of 29-11.
Earlier in August, the universitys academic council and
management council had cleared the perspective plan which
outlined the need for about 174 new colleges; but about
10 more colleges were added when the plan was tabled in
the senate. The additional colleges included are proposals
from backward areas, which have a large concentration
of tribal students. Enrolment of students from the weaker
section has to rise, hence we supported the plan, said
senate member Vaibhav Narwade.
But members were also apprehensive if students from the
economically backward sections would be able to shell
out the high fees. All these new colleges are going to
be unaided. Can students from tribal areas afford to study
in these colleges, asked Paranjpe.
While 43 proposals for new colleges have come from Mumbai,
the maximum (59) are from Thane district. A perspective
plan looks at the overall academic expansion of the university
and maps areas which need new educational institutions.
It identifies a regions stream-wise educational requirements.
Some senate members suggested that the university, henceforth,
use more scientific methods to prepare the plan. There
are no documents to show how a particular regions educational
requirements were assessed, said another senate member. |
