Delay in engg CAP hits round-II admissions


Admissions At Autonomous Colleges Crucial For Allotment Against Vacancies Arising From Cancellation Of Admissions

Pune: The delay in admissions to the larger segment of the non-autonomous engineering colleges has further impacted the round-II schedule of seat allotments at the six autonomous engineering institutions in the state. The round-II allotment is critical to filling the seats against vacancy on account of cancellation of admission.

So far, 47 students have cancelled their admissions at the autonomous institutions to move to other institutions like the Indian Institutes of Technology (IITs), National Institutes of Technology (NITs) and BITS, Pilani, among others. Some have also opted for medial seats.

Usually, the centralised admission process through counselling for autonomous institutions (CAPCAI) commences around the time the higher secondary certificate (HSC, Std XII) results are declared.

This year, the HSC results were declared on June 14, while the CAPCAI started on June 11. Following an extended run of collection and verification of admission forms, the round-I of seat allotment at autonomous institutions was effected between June 29 and July 19 at the College of Engineering Pune (CoEP), the nodal centre for CAPCAI.

In between, the state directorate of technical education (DTE) launched the centralised admission process (CAP) for the non-autonomous engineering colleges from June 22. The process has since progressed to the half-way mark with the collection and verification of the admission forms and declaration of the final merit list on July 13.

However, the ensuing seat allotment under CAP round-I remains held up owing to the legal crisis arising out of the All India Council for Technical Education’s (AICTE) move to withhold the letters of approval (LoAs) to some of the technical institutions that were initially listed as approved for academic year (AY) 2010-11. Some of the institutions have moved the Bombay high court, which is likely to hear the matter on July 26.

The DTE has not been able to finalise the list of institutes and the overall student intake for first-year engineering degree course in the state for AY 2010-11. The list enables students to fill the all-important option forms on the basis of which the seat allotment is effected under the CAP.

N B Dhokey, CAPCAI coordinator at the CoEP, told TOI, “We are waiting for the DTE to announce the CAP round-I schedule, so that we can plan our round-II activity.”

At the end of CAPCAI round-I on July 19, all the 2,804 seats including those under the AICTE’s tuition fee-waiver scheme and the second-shift seats allotted at the Vishwakarma Institute of Technology, were allotted. Against this, 47 seats have fallen vacant so far due to cancellation of admission.

According to Dhokey, a government resolution of May 7, 2010, restrains the autonomous institutions from going ahead with their round-II seat allotment unless the CAP round-I allotment process is over.

He said, “Normally, it is the high-scoring students who cancel their admissions in favour of other institutes like IITs, NITs etc. The vacant seats are filled at the institute level through round-II and III and students from the original merit list, who can not secure a seat in round-I, qualify for the allotment against vacancy.”
